Texas inmate executed for killing police officer in chase

Texas inmate Daniel Lee Lopez got his wish Wednesday when he was executed for striking and killing a police lieutenant with an SUV during a chase more than six years ago.
The lethal injection was carried out after the U.S. Supreme Court rejected appeals from his attorneys, who disregarded Lopez's desire to die and disagreed with lower court rulings that found Lopez was competent to make that decision.
"I hope this execution helps my family and also the victim's family," said Lopez, who spoke quietly and quickly. "This was never meant to be, sure beyond my power. I can only walk the path before me and make the best of it. I'm sorry for putting you all through this. I am sorry. I love you. I am ready. May we all go to heaven."
As the drugs took effect, he took two deep breaths, then two shallower breaths. Then all movement stopped.
The roar of revving motorcycles on the street outside the Huntsville prison, from a group of bikers supporting police, could be heard as Lopez spoke, along with rumbles of intermittent thunder.
He was pronounced dead at 6:31 p.m. CDT — 15 minutes after the lethal dose began.
Lopez, 27, became the 10th inmate put to death this year in Texas, which carries out capital punishment more than any other state. Nationally, he was the 19th prisoner to be executed.
Lopez's "obvious and severe mental illness" was responsible for him wanting to use the legal system for suicide, illustrating his "well-documented history of irrational behavior and suicidal tendencies," attorney David Dow, who represented Lopez, had told the high court. Dow also argued the March 2009 crime was not a capital murder because Lopez didn't intend to kill Corpus Christi Lt. Stuart Alexander.

A man charged with capital murder in the fatal shooting of a family of six children and two parents at their Houston home is set to make his first court appearance.
David Conley, who authorities say was previously in a contentious relationship with the mother, is due in Harris County court Monday. The 48-year-old Conley, who has a violent criminal history, is being held in jail without bond. He doesn't yet have an attorney.
The dead were identified as 40-year-old Valerie Jackson and her husband, 50-year-old Dewayne Jackson. The children killed include a 13-year-old believed to be Conley's son from his relationship with Valerie Jackson.
Authorities responded to the home Saturday after relatives requested a welfare check. They say after an hours-long standoff with Conley ended, they found all eight victims shot in the head.

Texas attorney general accused of lying to investors

Texas Attorney General Ken Paxton had an investment opportunity: a tech startup making data servers. He told people he had put his own money into Servergy Inc., according to prosecutors, and helped persuade a state lawmaker and another wealthy businessman to buy more than $100,000 in shares.
All the while, Paxton was actually being compensated by Servergy, according to an indictment unsealed Monday, the same day the state's top law enforcement officer turned himself into jail on securities fraud charges. The alleged deception took place before Paxton took office in January. If convicted, the rising Republican star could face five to 99 years in prison.
It was a low moment for a tea-party favorite who is barely seven months on the job, and whom GOP presidential candidate Ted Cruz candidate called a "tireless conservative warrior" when Paxton ran for office last year.
Attorneys for Paxton, 52, said he will plead not guilty to two counts of first-degree securities fraud and a lesser charge of failing to register with state securities regulators.
"He is looking forward to the opportunity to tell his side of the story in the courtroom," said Dallas attorney Joe Kendall, adding that a judge instructed Paxton's lawyers not to comment further.
A frenzy of media outside the Collin County jail in Paxton's hometown was reminiscent of a year ago, when then-Texas Gov. Rick Perry was booked after being indicted on charges of abusing his power with a 2013 veto. But whereas Perry defiantly welcomed the cameras at jail, Paxton ducked reporters after his booking, driving away in a black SUV.
Nor did top Texas Republicans rush to Paxton's side with the same outrage as they did with Perry, whose case has not yet gone to trial. Republican Gov. Greg Abbott, who last held the attorney general job, issued only a brief statement that urged the justice system to play out.

Peterson returns to court in murder-for-hire trial

Former suburban Chicago police sergeant Drew Peterson is due back in court as his trial on charges of plotting to kill a prosecutor approaches.
A hearing in the case is scheduled for Tuesday in the southern Illinois county where Peterson is imprisoned.
He's pleaded not guilty to charges of soliciting an unidentified prison inmate to kill Will County State's Attorney James Glasgow.
Glasgow prosecuted the 2012 case in which Peterson was sentenced to 38 years in prison for the bathtub drowning death of his ex-wife Kathleen Savio eight years earlier. Her death was initially ruled an accident, but the case was re-opened after the 2007 disappearance of Peterson's fourth wife.
The Randolph County trial was scheduled to begin Monday, but has been rescheduled to start on August 28.Peterson returns to court in murder-for-hire trial.

US appeals court upholds EPA plan to clean up Chesapeake Bay

A U.S. appeals court has upheld a federal plan limiting pollution in the Chesapeake Bay despite objections from farmers who accuse the Environmental Protection Agency of abusing its power.
The ruling Monday upholds restrictions on farm and construction runoff and wastewater treatment and is a clear win for environmentalists.
Six states have agreed to the pollution limits: Delaware, Maryland, New York, Pennsylvania, Virginia and West Virginia, along with Washington, D.C.,
The American Farm Bureau Federation and others fought the restrictions. They argued that the EPA was usurping state authority to regulate waterways.
The EPA says animal waste and fertilizer that moves from streams into the Chesapeake is the single largest source of bay pollution.
Third Circuit Judge Thomas Ambro says Chesapeake Bay pollution is a complex problem that affects more than 17 million people.
